Wouter Schelfhorst

Senior Consultant

Wouter joined Meines Holla & Partners in 2013. As a senior consultant he is involved in various lobbying and public affairs projects and works for (international) clients from both the public and private sectors. Currently he mainly focuses on clients who are active in the following sectors: gambling, energy, finance and social security.

Examples of activities

Wouter has been involved as an advisor in several large M&A projects, particularly when these were taking place in a complex political-administrative environment. 

In addition, Wouter acts as an advisor to (inter)national (publicly traded) gambling providers, active in several areas of the gambling market. He is responsible for the strategy, the design and execution of the lobby and public affairs activities and the contacts with policy makers and third parties in The Hague. 

For a large international energy company, Wouter acts as a political advisor and is involved in the implementation of European legislation in the Netherlands, the Dutch contribution in Europe and the formation and implementation of strategy towards local authorities, ministries and the Lower House of Parliament. 

Wouter is also a strategic advisor to several private social security implementers in the Netherlands and assists an international hedge fund in its activities in the Netherlands.


Wouter studied history at the University of Groningen with a master's degree in politics, policy and governance. In addition to his work, Wouter is active as a board member of the young professional organisation YoungTheHague in The Hague.
